Define the pass conditions

Which assembly steps are included, and how are changing kits, special projects, and retail requirements priced? What sample, definition, and result would let us test the answer consistently?
Ask for a repeatable test
Use the same sample and definitions across candidates. Record the result, the evidence, and the unanswered items; do not award a score simply because a feature appears in a proposal.
Score total cost, not one fee
Hold order volume, stock levels, parcel mix, and destinations constant across quotes. Test low-volume and peak scenarios before scoring the total fulfillment cost.
